California cities have a mandatory, high-intensity role. State law requires every city to enforce the California Building Standards Code. The city's building department is responsible for highly technical reviews, including seismic safety and strict energy efficiency (Title 24) requirements for all projects within city limits.

- Monday through Thursday and alternate Fridays from 8:00 a.m. until one (1) hour before City Hall is closed. City Hall closes at 5:30 p.m. Monday through Thursday and alternating Fridays at 4:30 p.m. The Building Counter is closed on the Fridays that City Hall is closed.
