In Connecticut, the "City" (or Town) is the sole administrative entity for building permits. Since there is no county government, the city's Building Official is the final authority for all permit approvals, operating under the uniform guidance of the State Building Inspector. Some cities have agreements with other towns to provide permitting services.
Towns must appoint officials and issue all permits.
