Kentucky uses a hybrid model where the state's Department of Housing, Buildings and Construction retains primary jurisdiction over high-occupancy and complex commercial buildings. Unless a local jurisdiction is specifically "accredited" by the state to handle these complex projects, builders must obtain state-level permits.
