How permitting works in North Carolina
North Carolina cities can choose to operate their own building departments. If a city does so, its role is to be the primary AHJ; however, many cities choose to have the county government handle their permitting through a "joint" or "contracted" service agreement.
Counties permit for smaller towns via contract.
