How permitting works in New Mexico
New Mexico cities generally have no permitting role unless they are certified by the state. Most cities rely on the state's Construction Industries Division (CID) to perform all reviews and inspections, meaning the "city permit" is often just a local zoning clearance.
State CID has total jurisdiction unless local is certified.
