How permitting works in New York
Cities in New York have the primary legal responsibility for code enforcement. The city's role is to maintain a "Local Law" that adopts the state code and to provide a building department that is the sole issuer of permits for all private property within city limits.
Cities/Towns/Villages enforce; no County role.
