How permitting works in Ohio
Ohio cities have a dual role. For residential projects, the city chooses whether to permit; for commercial projects, a city must be "certified" by the state to issue permits. If a city is not certified for commercial work, the developer must go to the state for approval.
State permits commercial if local is not certified.
