How permitting works in Pennsylvania

Pennsylvania counties have no role in the building permit process. The state's "opt-in" law for the Uniform Construction Code pushes all administrative and enforcement duties to the municipal (township/borough) level or directly to the state, leaving the county with no jurisdiction.
