How permitting works in Pennsylvania

Pennsylvania cities have the right to "opt-in" to the state's Uniform Construction Code. If they do, the city's role is to act as the exclusive permit issuer; if they "opt-out," the city loses all permitting authority, and the role is taken over by the state.
