How permitting works in Tennessee
Tennessee cities can choose to run their own building departments. If a city does so, it is the primary AHJ; if the city chooses not to, the state government takes over the role, issuing permits and performing inspections for all construction in that city.
Locals can opt-out; State Fire Marshal then permits.
