In Virginia, cities are "independent" and have the exact same permitting authority as counties. The city's role is to maintain a local building department that is the exclusive authority for all permitting and inspections within its specific municipal boundaries.

- Open regularly Monday - Friday, 8 a.m.- 5 p.m. (except City Holidays) Closes at 2 p.m. on the first Monday of every month. Closes for lunch at 12 p.m. and reopens at 1 p.m. Door locks at 4:30 p.m. daily. Same day service ends at 4:15 p.m.
