How permitting works in Virginia

In Virginia, the county's role is clearly defined and territorially distinct. Because cities are "independent" from counties, the county building department has full and exclusive authority for permitting and inspections in all unincorporated land and within the boundaries of any incorporated towns that reside inside the county.
