How permitting works in California
California counties play a massive administrative role, as they are legally required by the state to enforce the California Building Standards Code in all unincorporated territories. The county must maintain a fully staffed building department capable of reviewing plans and performing inspections for everything from single-family homes to large-scale agricultural and commercial projects.
Mandatory enforcement by every City and County.
