Unlike many neighboring states, Maryland counties provide permitting services for most land within their borders, often including smaller incorporated towns that find it more efficient to use the county's professional inspection staff than to maintain their own.

- The office closes at 5:00 PM but try to be there by 4:00 PM to allow time for processing. The Department will be closing at 12pm on Thursday, December 18th, 2025, for a Departmental Meeting. Business will reconvene the following business day, in accordance with Howard County's Energy Saving Day Policy. DILP will remain operational with employees available by phone, email and off-site meetings, as needed during Energy Saving Days.
