- The office closes at 5:00 PM but try to be there by 4:00 PM to allow time for processing. The Department will be closing at 12pm on Thursday, December 18th, 2025, for a Departmental Meeting. Business will reconvene the following business day, in accordance with Howard County's Energy Saving Day Policy. DILP Closing Notice 12.18.25. During Energy Saving Days, DILP will remain operational with employees available by phone, email and off-site meetings, as needed. The remaining 2025 Energy Savings Days are: December 5th, 19th, 22nd, 23rd, 24th, 26th, 29th, 30th, 31st. The 2026 Energy Savings Day are: January 2nd, March 30th, 31st, April 1st, 2nd, June 29th, 30th, July 1st, 2nd, August 3rd, 4th, 5th, 6th, 7th, November 23rd, 24th, 25th.
