How permitting works in Montana

Montana counties have a limited role because the state acts as the default enforcer. A county only gains the role of permit issuer if it goes through a rigorous state certification process; without this certification, the county has no authority to issue building permits, and residents must deal directly with the state government.

State enforces where local programs aren't certified.
