How permitting works in New Mexico
New Mexico counties generally do not have a role in the permitting process unless they are specifically certified by the state. For the vast majority of counties, the state's Construction Industries Division handles all permitting and inspections, meaning the county office does not issue building permits.
State CID has total jurisdiction unless local is certified.
