How permitting works in Ohio

Ohio counties can choose to establish "certified" building departments for residential and commercial construction. If a county is certified, it has the role of issuing permits for unincorporated areas; if not, the county has no role in commercial permitting (which goes to the state) or residential (which may be un-enforced).
