How permitting works in Oregon

Oregon counties are authorized to run building departments, but the state's role is so dominant that the county essentially acts as a "franchisee" of the state. The county must meet strict state-mandated service levels to retain its role as a permit issuer; otherwise, the state resumes direct control of the county's permitting.
