How permitting works in Tennessee
Tennessee counties have a "choose your own" role. A county can elect to run its own professional building department, or it can "opt-out" and let the State Fire Marshal handle the entire permitting and inspection process for its residents, effectively transferring the county's role back to the state.
Locals can opt-out; State Fire Marshal then permits.
