Authority having jurisdiction

The office that actually enforces the code and issues permits for a given property. Which office that is depends entirely on the address.
The authority having jurisdiction, universally shortened to AHJ, is the organization or official responsible for enforcing the code and approving work at a particular location. In everyday residential permitting, the AHJ is the local building department.
Why the term exists
Codes are written generically and then adopted, amended, and enforced locally. The code text says the AHJ decides a given question precisely because the answer differs from place to place. When a code section says approval is subject to the AHJ, it means there is no universal answer and you have to ask your department.
Finding yours
The determining question is whether the property is inside an incorporated municipality:
- Inside city limits, the city building department is normally the AHJ.
- In unincorporated territory, the county is normally the AHJ.
Mailing addresses mislead here constantly. Postal city names often extend well past the actual city boundary, so a property with a city mailing address can sit in unincorporated county land and be permitted by the county. The property appraiser's record or the jurisdiction's own boundary map settles it.
More than one AHJ can touch a single project. Fire districts, water management districts, health departments, and historic boards each have authority over their own piece, and each can hold up an approval independently of the building department.

- How do I find out which office permits my property?
- It comes down to whether the property sits inside city limits. Addresses inside an incorporated city are usually permitted by that city; addresses in unincorporated areas are permitted by the county. A mailing address is not proof either way, because postal city names frequently cover unincorporated land outside the city they name.
