A permit issued during a single visit or session for simple, well-defined work, with no queued plan review.

In the permitting lifecycle, over-the-counter permit applies during Submission and Permit issued. Documents commonly matter at more than one phase, and this one does.

An over-the-counter permit, often called OTC or a walk-through, is issued in a single sitting rather than going into the plan review queue. The reviewer checks the submittal while you wait, and the permit is issued the same day if it passes.
What usually qualifies
Work that is simple, repetitive, and does not change the structure:
- Water heater and HVAC changeouts
- Electrical service upgrades
- Reroofs on existing structures
- Window and door replacements in the same openings
- Fences and small accessory structures
What does not
Anything structural, anything that changes the building footprint, anything in a flood zone or historic district, and anything requiring multiple discipline reviews will go into standard review regardless of how small it feels.
Practical notes
Many departments have moved the over-the-counter path online, where a qualifying application is auto-approved or reviewed within hours. Where the counter version still exists, the requirements are strict about completeness: showing up with a package missing one document usually means leaving without a permit, because there is no queue to hold your place.
